Program Description:  This two-part Workshop will provide a general introduction to governmental accounting concepts and the various types of financial reporting produced in the public sector.  

This workshop will focus on:

  • Basic concepts of governmental fund accounting;
  • Generally Accepted Accounting Principles (GAAP) as they apply to governments;
  • Non-GAAP financial reporting models including Other Comprehensive Basis of Accounting (OCBOA) methods;
  • The components of governmental financial statements including the government-wide financial statements, fund financial statements, and notes to the financial statements; and
  • The different types of external financial reporting including the statutorily required Annual Update Document (AUD) and the Annual Comprehensive Financial Report (ACFR)

Program Description:  Local governments are tasked with the challenge of meeting basic community needs while also pursuing the big goals associated with climate, equity, and the economy. Program Description: Having an extensive understanding of debt structuring variables can help finance officers better appreciate and direct their debt issuances. This session will lay out the basics of couponing, call features, credit durations, tax-exempt vs taxable bonds, credit enhancements, and refunding opportunities that will be useful when structuring debt and conversing with finance professionals on these matters.  Also, the issuer’s responsibilities in meeting debt disclosure requirements will be discussed.
