9:40 - 10:30 am |  Infrastructure Financing Options - Choices and Strategies

Programs such as the Infrastructure Investment and Jobs Act (IIJA), Inflation Reduction Act (IRA), and remaining ARPA funds (which need to be committed by the end of this year) provide a myriad of opportunities to finance various types of infrastructure projects.  This is in addition to more traditional financing programs such as CWRF and DWRF programs offered by NYS EFC and issuing notes and bonds to finance capital projects.  The session will help you begin the process of sorting through the options, and pursuing the best financing strategies, for your entity's infrastructure improvement plans.

Presenter:  RIchard Tortora, Esq., President, Capital Markets Advisors, LLC

10:40 to 11:30 am | Setting User Fees and Charges

State and local governments, utilities, and stand-alone business-type organizations use charges and fees to help fund services (both external and internal), and well-designed charges and fees can reduce the need for additional revenue sources and promote service efficiency. However, for many organizations, setting user fees and charges can be difficult. This session will explore the important elements to consider during the charge and fee setting process.

11:40 am to 12:30 pm | Governmental Accounting Software Roundtable - Challenges and Best Practices

This entirely interactive session features discussions on a topic close to most (if not all) government finance officers - governmental accounting software.  Small groups will discuss the types of software utilized in their entity, the pros and cons of the systems used, and a sharing of best practices when choosing, implementing, and upgrading accounting software systems.  Facilitators from the small groups will share what was discussed with everyone.
