Fixed Income Investing in the Public Sector (2:10 PM to 3:00 PM)

Investing public funds in the midst of one of the lowest investment yield environments is at best an incredible challenge.  This session will highlight investment policy best practices (keeping within New York State statutes for investing) and how a cash flow forecast, along with permitted investments, can be brought together to structure a fixed-income portfolio.  Current market dynamics and how to consider different interest rate environments when considering a fixed-income portfolio will also be discussed.

The Business of Government has Changed: It's Time to Get Over It! (3:10 PM to 4:00 PM)

Let’s face it, the way government ran yesterday versus how it must run tomorrow is a real issue. The public-sector was resource pinched before the Pandemic, so the age-old saying of, “Working smarter not harder” is essential; not a cute phrase.

Our new normal will require everything from shorter-term budget analysis and using data more effectively to finding efficiencies and protecting institutional knowledge because staff is leaving quicker and replacements are harder to find.

This session will cover how one community is using available technology to reduce risk while increasing productivity and improving communications with the public, policymakers and employees in the process.
