Human Resources and the Pandemic

The impacts of the pandemic on government workforces are confronting elected officials and those charged with managing the human resource function.  What is the difference between a furlough and a layoff?  How does the collective bargaining agreement work in a declared State of Emergency?  These and other legal issues will be addressed in this session.
